Advocacy & Influence![]() The Pennsylvania Homecare Association is the voice for homecare in Harrisburg and Washington. PHA lobbies the state legislature, the Governor's office, Congress, the White House and various state and federal agencies to strengthen policy for home health, hospice and private duty homecare. With skilled strategy, PHA initiates legislation and policy to improve access to in-home care. Daily monitoring of state and federal legislation renders quick and thoughtful responses. Seizing opportunities, PHA members testify at legislative hearings to focus attention on issues that impact our consumers and businesses. PHA develops talking points and other materials on key issues for use by homecare providers when communicating with members of the state legislature, Members of Congress and their staffs. With grassroots momentum, PHA advocates to ensure that Pennsylvanians are entitled to choose where they receive their care.
