New FCC Regulation: By submitting
an application and upon acceptance of that application,
an established business relationship is created. This relationship allows PHA to fax, mail, email or otherwise communicate issues related to your membership directly to you the agency/affiliate member or any of your employees. This statement is necessary until such time as Congress permanently rules on legislation to continue to allow association-to-member communication in an unimpeded fashion.

Homecare Operations
Manual Available

The Pennsylvania Homecare Operations Manual is now available for purchase. This comprehensive manual, which was developed through a partnership between PHA and The Corridor Group, contains policies, procedures and a special section on the new licensure requirements for homecare agencies and registries in Pennsylvania.
The manual, available to PHA members at a discounted rate of $630, comes with a CD that will enable providers to further customize the policies to their respective agency. When ordering the manual online or by fax, include the code PHA07 to identify your agency as a PHA member and ensure that you receive the PHA discounted rate. Workers Compensation Self-Insurance Plan
for Homecare Approved!
To help member agencies address rising workers compensation costs PHA has partnered with AV International to establish a workers' compensation program, exclusively for PHA members, that would offer reasonable rates and valuable risk management services to assist agencies in reducing their claims. Last month, the Pennsylvania Home Care and Human Services Trust Fund (PHCHS) was approved by the Pennsylvania Department of Insurance.
A core group of members has been identified and will serve as the Trust Board of Directors. If any member agency with an experience mod below 1.1 is currently in the State Workers Compensation Fund and is interested in joining the PHCHS or needs additional information, please contact Greg Famous at AV International at (610) 975-6053 or gfamous@AVInternational.net. Any agency that is currently with the state fund is permitted to cancel their policy if they are enrolling in a self-insured trust fund.

Enterprise Lease Management
Signs Agreement with PHA |
With rising gasoline costs and the continued growth in the homecare business, PHA signed an agreement with Enterprise Lease Management, which provides substantial discounts for PHA member agencies. This partnership includes two different programs: Business per day rental rates, and a fleet management program.
Business Rental Program
The business rental program may be used on an as-needed basis when staff is traveling a distance to educational programs or other types of business functions. With the IRS rate for mileage reimbursement at $.485/mile, renting a car, in many instances, can be cheaper than paying the employee for mileage.

Bolstering Staff Morale
The Fleet Management program can be very cost effective for agencies across the country. Under this program, Enterprise provides agency employees with vehicles, insurance coverage and manages maintenance and agency fuel costs. Additional benefits include:
- Bolsters recruiting and retention of staff.
- Offers great advertising for your agency.
- Controls your company image.
- Boosts employee morale - most agencies also offer a personal use option. Employees can pay a nominal fee to use vehicle for personal travel. Spouses may also drive the vehicle.
- Provides universal gas cards to employees during business hours. Enables Enterprise to track mileage and employees no longer have to "front" cash
for gas.
- Reduces back office functions. Instead of monitoring staff expenses and issuing reimbursement checks to individuals, agencies will write two checks a month - one to Enterprise and one to the fuel card company.
- Includes not only fuel but all maintenance.
